Dr. Rick Mooney is the Acting Deputy Assistant Secretary of Defense, Health Services Policy and Oversight (HSP&O)

In his role as Acting Deputy Assistant Secretary of Defense, Health Services Policy and Oversight (HSP&O), Dr. Mooney leads a team of subject matter experts in policy development and oversight of the Military Health System’s (MHS) clinical policies and programs. Areas of policy and oversight responsibility include but are not limited to: Medical Quality Assurance and Clinical Quality Management, Health Information Technology, Preventive Medicine, Population Health, Chronic Disease Management, Child & Women’s Health, and Behavioral Health.  HSP&O provides medical advice and consultation to senior Defense officials, Congress, and other Department of Defense stakeholders. The MHS, with a $53 billion budget, serves over 9.5 million beneficiaries including active duty Service members, retirees and their families.

Dr. Mooney, a U.S. Air Force Health Professions Scholarship recipient, graduated from the Medical College of Virginia (1995) and completed Family Medicine Residency at Eastern Virginia Medical School (1998).  After completing training, he entered active duty as a Family Medicine Physician, and later became a Flight Surgeon after attending the Aerospace Medicine Primary Course (2000).  He served as the Aerospace Medicine Flight Commander and Chief of Aeromedical Services at Eielson AFB, AK (2002-2005).  He went on to complete a Masters of Public Health at University of Texas and Residencies in Aerospace and Occupational Medicine at the U.S. Air Force School of Aerospace Medicine (2005-2008) prior to assignment as the 4th Aerospace Medicine Squadron Commander, Seymour Johnson AFB, NC (2008-2010). He was then assigned to the Air Force Medical Support Agency as the Chief of Operational Medicine (2010-2011) and Deputy Chief, Aerospace Medicine Policy and Operations (2011-2013) prior to promotion to Colonel and selection as Chief, Aerospace Medicine Policy and Operations, Headquarters U.S. Air Force, Falls Church Virginia (2013-2015). Dr. Mooney’s final assignment, prior to retirement from active duty, was Chief, Occupational and Environmental Health, Public Health Division, Defense Health Agency, Falls Church Virginia (2015-2018).

Dr. Mooney is Board Certified in Family Medicine and Occupational Medicine and has 10 peer reviewed publications.
