Each organization must have tangible, real-time data to measure itself on its performance for both internal management purposes and for external measurement in relation to its peers, competitors, and the community.
Collection Goals
DHA UBO and the services establish Third Party Collection Program, Medical Services Account, and Medical Affirmative Claims collection goals at the beginning of each fiscal year. These goals are created to measure individual military treatment facility performance in relation to estimated goals throughout the FY. The expectation of all reimbursement programs is to meet or exceed these goals.
Goals for the MSA and MAC Programs have not been established yet. Inpatient and Outpatient TPCP collection goals for each service are published below:
Key Performance Indicators
Key Performance Indicators are industry-established benchmarks used to determine how an organization compares to similarly situated organizations. Each of the Services and the DHA UBO have KPIs that provide a real-time comparison of each MTF at any given month, quarter, or year.
Metrics
The UBO uses an automated, web-based data collection application known as the UBO Metrics Reportgoes to UBO Metrics Report. The MR is the data entry tool that allows MTFs to post DD Form 2570 reports from ABACUS. Upon submission, the data is validated against nine accounting calculations, and all reports are provided to the Service Managers online, so they can perform a final review of the report and electronically validate the information. This facilitates the capturing, consolidating, validating, and reporting of the Third Party Collections Program form (DD Form 2570) results for the Services and DHA UBOs.
- TPC Managers at the MTF level can enter DD Form 2570 Inpatient and Outpatient Reports run from ABACUS.
- Any errors are immediately reported to the MTF, Regional, and UBO Service Program Managers.
- Reports are immediately available to management upon submission, and allow all levels of the UBO to benchmark, trend, and compare individual MTFs, regions, or services by time period.
