The Research and Engineering (R&E) Directorate's Research Portfolio Management Division (RPMD) improves health outcomes by advancing DHA's ability to develop and deliver impactful solutions that support the future health and medical mission of the Military Health System (MHS) in providing the best possible patient-centered care and military readiness. Through the strategic alignment of military medical research efforts, RPMD supports improved operational capabilities of a ready medical force, the advancement of prevention and awareness efforts, and evidence-based health care policy recommendations.
RPMD manages and oversees the Defense Health Program (DHP) Research, Development, Test and Evaluation (RDT&E) appropriations for Science and Technology—Basic Research (Budget Activity 6.1), Applied Research (Budget Activity 6.2), Advanced Technology Development (Budget Activity 6.3). Also within RPMD, the Military Health System Research Program generates critical evidence and actionable insights about health care costs, quality, variation and outcomes in the MHS.
Science and Technology Management
RPMD’s Science and Technology (S&T) management model has been evolving and improving over time. Current and planned S&T reforms will centralize management of the investments, improve joint and service requirements alignment, focus efforts on areas of greatest impact, and accelerate product delivery. The establishment of S&T portfolios with portfolio managers responsible for multi-year planning and budgeting are a key component of this approach. The new RPMD structure includes the following S&T portfolios:
Each portfolio manager is tasked with the development and oversight of his or her portfolio’s overarching Strategic Research Plan (SRP), which informs and describes how MHS capabilities will be developed over time and ensures alignment to validated requirements.
