Human Research Protection Program

The mission of the OUSD(P&R) Human Research Protection Program (HRPP) is to foster and oversee research and development (R&D) activities planned by OUSD(P&R) institutions.  This is accomplished by promoting policies and procedures that facilitate timely, effective reviews of OUSD(P&R) research.  The HRPP ensures that approved research is conducted in accordance with applicable rules and ethical guidelines to protect the rights and welfare of participants, Service members, employees, and their families. 

R2O2 is the OUSD(P&R) component oversight office for 32 CFR 219 – “Protection of Human Subjects” and DoDI 3216.02, “Protection of Human Subjects and Adherence to Ethical Standards in DoD-Supported Research”.  The office manages a review and oversight process for research conducted by OUSD(P&R) employees or institutions, including policy implementation, and training of researchers and reviewers.  In addition, R2O2 is the component oversight office for 48 CFR 207, 235, 252 Defense Federal Acquisition Regulation, “Protection of Human Subjects in Research Projects”.  The office manages the Human Research Protection Official (HRPO) review and oversight process for research sponsored by OUSD(P&R) institutions through grants, contracts, and other comparable agreements.
