A legal instrument which, consistent with section 6305 of Reference (s) DOD Instruction 6000.16, “Military Health Support for Stability Operations,” May 17, 2010, is used to enter into the same kind of relationships as a federal grant, except that substantial involvement is expected between the DOD and the recipient when carrying out the activity contemplated by the cooperative agreement. The term does not include “cooperative research and development agreements” as defined in section 3710a of Reference Title 15, United States Code.
