Definition:

A base, camp, post, station, yard, center, homeport facility for any ship, or other activity under the jurisdiction of the Department of Defense, including any leased facility or, in the case of an activity in a foreign country, under the operational control of the Department of Defense.  This term does not include any facility used primarily for civil works, rivers and harbor projects, or flood control projects.
