Army Directive 2021-22 (Army Service by Transgender Persons and Persons With Gender Dysphoria)

Policy

This directive implements Army and Department of Defense (DOD) policy changes to the standards for retention, separation, in-service transition, and medical care of transgender personnel, as well as the accession of individuals with gender dysphoria. This directive supersedes all previous guidance regarding transgender service, including Army Directive 2016-30.

DAFPM 2021-36-01, Accessions and In-service Transition for Persons Identifying as Transgender

Policy

This Department of the Air Force (DAFPM) Policy Memorandum immediately establishes specific Air Force and Space Force policy and provides guidance associated with the accession and in-service transition of Service members identifying as transgender. Compliance with this memorandum is mandatory. To the extent the memorandum’s directions are inconsistent with other DAF publications, the information herein prevails, in accordance with Department of the Air Force Instruction 33-360, Publications and Forms Management.

In accordance with the authority in DOD Directive 5124.02, this issuance establishes policy, assigns responsibilities, and prescribes procedures regarding the standards for military service accession, retention, separation, in-service transition, and medical care for Service members and applicants for accession to the Military Services with gender dysphoria or who are transgender, as applicable.

Policy

Implements the policy in the Feb. 22, 2018 Secretary of Defense Memorandum and the February 2018 DOD Report and Recommendations on Military Service by Transgender Persons, assigns responsibilities, and prescribes procedures regarding the standards for accession, retention, separation, in-service transition, and medical care for Service members and applicants with gender dysphoria, as applicable. This DTM is effective April 12, 2019. This DTM will be incorporated into DODIs1300.28, 1332.14, 1332.30, and 6130.03, and supersedes any contradictory guidance in those publications. This DTM will expire effective Sept. 12, 2020.

DoD Instruction 6000.13: Accession and Retention Policies, Programs, and Incentives for Military Health Professions Officers (HPOs)

This instruction reissues DoD Instruction (DoDI) 6000.13 (Reference (a)) in accordance with the authority in DoD Directive (DoDD) 5124.02 (Reference (b)) to establish policy, assign responsibilities, and prescribe procedures for: a. Military Department payment of incentives and bonuses to HPOs pursuant to section 335 of Title 37, United States Code (U.S.C.) (Reference (c)). b. Incremental transition from current special pays and bonuses for HPOs pursuant to sections 301d, 301e, 302, 302a, 302b, 302c, 302c-1, 302d through 302l, 303, and 303a of Reference (c) to the incentives and bonuses authorized by section 335 of Reference (c). c. Deferral of retirement for Regular commissioned HPOs and retention of HPOs in an active status in the Reserve Component (RC) pursuant to sections 1251 and 14703 of Title 10, U.S.C. (Reference (d)). d. Incremental transition from the current procedures for stipend or loan repayment for RC HPOs in DoDD 1205.20 (Reference (e)) and DoDI 1205.21 (Reference (f)) to the procedures in this instruction.
