The Military Sealift Command hospital ship USNS Comfort pulls away from Canton Pier for a short notice humanitarian deployment to Port-au-Prince, Haiti. The ship, with a crew of nearly 850 personnel including 550 U.S. Navy medical service members, will assist other U.S. Armed Forces elements, non-profit humanitarian organizations and search and rescue teams from around the world in bringing relief to Haitians displaced by the Jan. 12 earthquake. Comfort's Medical Treatment Facility has the capability to provide significant medical care through an emergency operating rooms, ward beds, a casualty reception area, pharmacy and intensive care area.

Department of Defense Instruction (DODI) 2000.30 defines Global Health Engagement (GHE) as the interaction between the DOD and Partner Nations’ armed forces or civilian authorities, in coordination with the U.S. interagency, to build trust and confidence, share information, coordinate mutual activities, maintain influence, and achieve interoperability in support of U.S. national security policy and military strategy. GHE activities establish, reconstitute, maintain, or improve the capabilities or capacities of the partner nation’s military or civilian health sector, or those of the DOD.

GHE activities serve as key strategic enablers to advance readiness, build interoperability, and enhance Security Cooperation, with a focus on the following areas:

  • Force Heath Protection
  • Partner Nation capacity-building and interoperability
  • Humanitarian assistance and foreign disaster relief
  • Nuclear, chemical, and biological defense programs

Advancing Readiness of the Force

GHE activities offer critical opportunities to build a ready medical and a medically ready force, reduce risks to the warfighter, and foster the mission-capable status of Partner Nations' forces so they can better contribute to globally integrated health services, rapidly respond to disasters or outbreaks, and partner in the fight against global threat networks. 

To guarantee that the Department remains the greatest joint fighting force in the world, we will continue to build unity of effort and mission across components, commands, services, and theaters. 

Building Partnership and Interoperability

GHE activities, including subject matter experts exchanges and joint exercises, enhance Partner Nation military medical capabilities and promote mutual awareness, familiarity, and confidence, thus improving response to disasters or outbreaks, contributions to globally integrated health services, and partnerships to advance shared interests to maintain regional stability and security. 

Protecting the United States of America requires teamwork at every level: state, local, tribal, and Federal. 

Enhancing Security Cooperation

GHE enhances security cooperation. GHE activities develop partner nation's critical capabilities and capacities, resulting in increased self-reliance. By building trust and cooperation, GHE activities often serve to facilitate partnerships in other sectors, further deepening our alliances. 

Our allies and partners are a force of multiplier and one of the greatest strategic assets we have in protecting our Nation.
