Science and Technology Portfolio Management Division

The DHA R&E Science and Technology Portfolio Management Division plans and manages the discovery and development of innovative medical solutions responsive to the needs of the combatant commands, the military services, and the Military Health System.

STPMD leads the strategic planning, oversight, and management of the Defense Health Program medical Research, Development, Test, and Evaluation appropriation for Science and Technology research on behalf of the Office of the Assistant Secretary of Defense for Health Affairs. STPMD is responsible for the transition of successful S&T efforts into the appropriate translational pathway to enhance medical care of the warfighter and provide knowledge products to inform health policy, clinical practice guidelines, injury prevention strategies, public health, and health care delivery.

STPMD conducts deliberate strategy implementation planning for medical solution delivery based on the DHA Strategic Research Plans. SRPs outline STPMD priorities for DHP S&T program planning, aligning research initiatives with validated medical capability gaps, operational requirements, and the future needs of the joint force. DHA SRPs are developed for the following research areas:
