Armed Forces Billing and Collection Utilization Solution

The Armed Forces Billing and Collection Utilization Solution helps the Military Health System manage the billing and collection activities for the Services’ UBO cost recovery programs.

Under United States Code Title 10, the Services have the ability to collect reasonable charges for health care services provided to individuals who have third party (private) insurance. These include the Third Party Collections (TPC), Medical Services Account (MSA) and Medical Affirmative Claims (MAC) programs. These programs recoup an average of $400 million dollars annually for the military treatment facilities (MTFs).

All military hospitals and clinics, central billing locations, and medical cost recovery program regions will use ABACUS. ABACUS replaced the Third Party Outpatient Collection System (TPOCS), Composite Healthcare System (CHCS), TPC Inpatient, and CHCS MSA modules, previously used in the MHS.

ABACUS Features & Benefits

  • No Server required; Web-based, Software-As-A-Service application hosted in a secure cloud;
  • Accessible via existing Common Access Cards (CACs); 
  • Provides electronic billing, interagency invoicing and enterprise reporting on demand;
  • Consolidates all MHS medical billing under one solution, while providing visibility of all legacy TPOCS and CHCS billing activity;
  • Promotes cleaner claims through edit checking and automated error/exception reporting;
  • Enhances the discovery of beneficiary’s other health insurance data; and
  • Provides greater visibility into medical cost recovery activities across the MHS, including visibility of delinquent debt.
