Health Care Survey of DOD Beneficiaries

Conducted since 1995, the Health Care Survey of DOD Beneficiaries (HCSDB) surveys approximately 300,000 eligible beneficiaries yearly and is designed specifically to collect information on unique issues related to TRICARE administered benefits. The survey provides a comprehensive look at beneficiary opinions about their health, preventive care services, ease of access to health care, health insurance coverage, satisfaction, and customer services efforts over the previous 12 months.

The HCSDB is a large-scale survey. The survey provides information about:

  • A wide range of health care issues such as access to care and preventive services. 
  • Beneficiaries' satisfaction with their doctors, health care, health plan and the health care staff's communication and customer service efforts.

Consumer Assessment of Health Care Providers and Systems (CAHPS)

The questions about satisfaction with and access to health care have been closely modeled on the CAHPS Health Plan Survey version 5.0. CAHPS is a nationally recognized set of standardized questions and reporting formats that has been used to collect and report meaningful, reliable information about the health care experiences of consumers. CAHPS is often used to assess civilian users' experiences with health care. Because the HCSDB uses CAHPS questions, TRICARE (DOD's health plan) can be benchmarked to civilian managed care health plans.
